check the heater element. The inside of the element has a network of channels that after a short time collect debris which block the water from returning properly to the base. Fixed my problem when I had the issue.

my bissell powerwash has stopped jetting water from base but is ok on hose, checked everything for blockages but ok, I think it may be the solenoid have emailed bissell for advice,as solenoid costs £20 your problem may be the pump if you are getting no water at hose and base
