DISHWASHER HAS POWER BUT WON'T WORK ON ANY CYCLE.

it starts, fills with water, heats water, pumps water out but won't go through cycles it just flashes 2 lights read maumal checked basket no food scaps, took pump out no blockage, what else could it be won;t run any cycle. can it be a soleniod?
