Mend Hotpoint EW91 Double Oven

Hotpoint EW91 halogen cooker metal surround?

My EW91 hotpoint halogen double oven appears to be rusting slightly round the edge of the top surround. Can it be removed and treated (there are screws into the side of the surround). Or, is a replacement cheap AND possible?
