Mend Briggs & Stratton 3.75 Sprint Carburetor Lawn Mower Engine

What is wrong with carb on this briggs engine ?

Engine starts fine, but won,t run normal . getting way to much gas, and there are no adjustments on this 3.75 sprint throttle free design engine. engine runs rough, and goes through gasoline like crazy. little tiny puffs of carbon like black smoke now and then. What is wrong or needs to be replaced?
