Yes it is. Halogen light provides the heat source and must go on and off to maintain the required temperature which is set on the thermostat. Your electric oven does the same but, of course, the heating element is not visible.
The more worrying thing is when the light stays on all the time which means that the thermostat is stuck or something similar. In this instance the temparature would continue to rise and your food would be burnt. I suspect, but don't know, that there is some form of thermal fuse to protect the oven from bursting into flames. I mention this, not to scare you but to advise. I have had three of these ovens and each has developed the same fault. I bought my mother in law one too and she has had the same issue. I will be writing to Idealworld, where we got it, to advise.
Assuming they can get this righ, I would definitely buy another halogen oven. They make sound economic sense and the food tastes great
