Mend Vivitar X345 Only Turn Charging

why does my digital camera only turn on when it is charging?

My digital camera only turns on when it is charging.... As soon as I unplug it from the charger it switches off. Is this a battery fault? How can I repair this? It is a Vivitar ViviCam X345 (and not insured).
