fix timing belt problem toyota prerunner?

98 prerunner toyota v6 timing belt was removed and wasn't at tdc, how do i get tdc have new belt and right cam want to turn and how much counterclockwise turn the rightcam went forward a 1/4 turn to get time mark to match i need to turn back thank for any help. is it a noninterference 5vz-fe
