How can I fix my Optima Compact alarm?

Had a power cut lasting about 1 minute. When power came back on only red power light was on, all the panel buttons were dead. I have fitted a new battery. When this or the power is now switched on the alarm goes of and the reset code (prog 0123 8 code reset) makes no difference, but there is a bleeping noise from the buttons when pressed.
