how to get a broadband connection with modem from BSNL?

I have a computer at my home and I want to have a broadband connection for it from BSNL. I don't have a landline connection at my home.
Also since the locality where I live, there is no wifi connectivity from BSNL, as such the wifi card option is a strict no no.
Can anyone suggest me any better way by which I can get a broadband connection without having a land line phone installed at my home?
