how can i start my trimmer?

Ryobi Cs30 model. primer bulb wont fill with gas when depressed unles its tilted. when you tilt it to the side and depress the primer buld,it fills but then gas runs out the carburator and you can see air bubbling through the gas in the primer bulb as it empties
