water coming out of shower head with power turned off?

electricity supply was turned off by supplier at sub station. however the shower started to allow water to come from the shower head and the only way that i could stop this was to turnoff the hot and cold waters at the holding tanks in the loft. this has never happened before when power has been turned off .any suggestions for a cure ,please.
