Mend Russell Hobbs 14196 Iron

My Russell Hobbs Steam Iron generator Model 14196 is faulty, any advice?

Model 14196 does not produce effective steam as previously, but makes a high pitched squeal and seems to dump steam within the base of the steam generator. Only very recently, I changed the limescale filter!! Can this appliance be repaired cost effectively?
