sounds like steering u/j is siezed on one of the "yoke" bearings, sometimes you can oil them and they free-off. if you inspect u/js you may see tell tale signs of rust around one of bearings,this will be the faulty one!

Check the power steering fluid reservoir for LOW FLUID LEVEL you could have a LEAK on the steering rack rams can collect in either side boot rubbers not on the floor .
