The engine will probably be of Chinese origin. It will be a clone of a Briggs or Tecumseh. Unfortunately, the qualiy control on the engines is non-existant, and they are not reliable or economic to repair if they do fail. Having said that, if you engine turns, has compression and a spark, and the fuel tank doesn't leak, you should be able to get it running.
The usual stuff applies - strip/clean the carb, check the air filter, check for spark, check for any indication that the blade has hit somethng solid, and if so, check the flywheel key.
No technical manual as such exists. The engines are £9 per unit if bought in bulk, and at that price it's NEVER commercially viable to fix them, so there's no point in producing a how-to manual! Spares CAN be factory ordered (in theory), but you will have to find a dealer prepared to do it.
Better option - re-engine with a genuine Briggs or Tecumseh.
