how to fix a closed coupled citern water flow?

when flushing the toilet, that works fine, but the filling up is only coming out at a trickle and take forever to fill, if you fill the cistern up manually until the float turns the fillin off, it all stops fine, what could the problem be possibly?

HI IT SOUNDS LIKE A SIMPLE ONE THIS PROBABLY THERE IS A BUILD UP OF DEBRIS OR DIRT INSIDE THE VALVE AS IT IS A VERY NARROW OPENING YOU DID'NT SAY WETHER IT'S A PLASTIC FLOAT VALVE OR A BRASS TYPE THE BRASS ONES ARE VERY EASY TO STRIP DOWN ABOUT 2 MIN WITH THE RIGHT TOOLS HOPE THIS HELPS
