The flame in the bottom oven doesn't change no matter what temperature you have it on so it's not heating up properly and the top ovens flame is now high all the time so burns everything
Sounds like you have a double whammy.One oven sounds like the thermostat has gone as its burning everything,the other sounds like the flame failure device has gone hence not bringing the gas to full flame.Pretty expensive im afraid
