my diesel vectra wont start cold, ive changed the head, leak off pipes,heat?

my vectra wont start cold tryd everything changed heater plugs, cylinder head, leak off pipes what else could it be

Vauxhall Vauxhall Vectra Vehicles, Cars Changed Head Heater

although you have changed the glow plugs, are they actually working. does the light come on and then go out. have you checked for current at the glow plugs?
