Mend Dell Inspiron 1525 Laptop Windows Repair

How can I fix Dell Inspiron1525 laptop?

After turning on, the Dell logo comes on as normal then the screen says Time-of-day clock stopped. I have tried to put Windows CD in but it doesnt boot in time.
