Mend Bissell lift-off Bagless Hoover Started Loud

How can I fix my Bissell lift-off Bagless Hoover? ?

It has started making a really loud noise, and smells like burning rubber when its pushed along. Its not picking up like it did now either. i'm wary its going to blow up now when I switch it on. Just want any ideas before I have to buy a new one. Thanks
