how i can get sound on my tv from my pc?

In order for you to have sound from the TV you need to feed it the sound from your computer.

VGA and DVI are video only interfaces, if you do not have HDMI or RCA outputs you may need to use a miniplug to RCA connector, and plug that from your soundcard output (if no specific output exists you can use headphone output.)
