how can i fix my leaky front door?

my pvc front door leaks on the two lower corners where the frame meets the screed floor it seems to drain ok through the two little slots in the base of the frame but as soon as we get heavy rain as its prevailing the screed starts to get damp patches in the corners the outside is completely sealed even under the sill i am not sure what to do next any pointers would be greatly appreciated
