Having now seen the question that you previously read I think you misunderstood what was said. The red light referred to could be on the switch that controls the heater but not all switches have this light and even if it does it will only be on when the cheap rate tariff is on normally about 11pm to 7 am but regions vary.
According to the answer you read there should be a red button which you have to press. I assume this is some sort of resettable fuse which operates to prevent the heater from overheating and going on fire.
As always make sure there is no supply to the heater if you're going to look at the insides. A handy instrument to have is an electrical tester screwdriver which can tell you what is live when you put the blade end against the contact and press the end of the handle. A neon lights if there is mains power there.
