My Ideal boiler is gurgling?

I have an ideal Icos combi boiler and when it turns on i can hear a gurgling noise, as though its full of water, especially outside in the pipe. This morning when i turned it on it wouldn't start and keeps flashing the letters L and F. Is this something simple like draining the water or more serious.
