lighting problem on peugeot speedfight 50 ?

the headlights on my 02 speedfight have been very weak for a few days and now they are gone completely all other electrics are ok could the regulator be gone also when i put a meter on the battery it is givig only 12.30 volts does the same generater run the lights and charge the battery or is there a seperate genny for the lights
