Mend Fiat 1.4SX Clutch Pedal Hard

how can i fix my clutch cable fiat brava 1.4sx 1998?

when i put in the clutch pedal the gears are really hard to get i have been under the bonnet to check the cable but i cant find one and i cant see no fluid container. there is a metal pipe coming out of the gearbox which moves when the clutch pedal is pressed could anyone give me any idea what to do
