Mend Working Switch Stopped

not working after a powercut?

the alarm just kept going off would not switch on or off neibours were chuffed then suddenly it stopped and left blue red and green lights flashing outside and nothing happening on pannel when you try to program or press buttons please advise has we have no instructions
