Directional Headlamps not working?

Citroen C4 Directional headlamps not working F6 fuse OK. Message appears on screen then dipped indicator beam flashes.

Directional headlamps are are not working on my 2003 Trailblazer LS. Swapped relay fuses and X wired between the two still no headlamps.
Is it a problem with the base underneath and whats kind of cost are associated with replacemnt?
