Depends buscuit with tea or coffee.. seriously they mean the membrane, in the syphone it's split.
First if there is a name on the syphon find out if it's one that you can replace the membrane without total dismantle.
Easiest to replace the whole issue.
If close coupled you will have to seperate cistern from the bowl but syphone removal the same.
1.Turn off the water to cistern
2. Bale out the water in cistern. if handle flush try quick up and down handle movement it may cause it to flush.
3. Slacken the water feed connection at cistern.
4. Release the bolts under the cistern and remove the wall fixing screws if any,,,two at the back inside cistern.
5. Completely undo the water connection and work the cistern sideways away from the feed pipe.
Note: the metal plate and doughnut size washer between bowl and cistern. Buy new doughnut seal.
and clean up and vaseline [petrolium jelly] the bolts to ease replacement.
6. Turn cistern over and undo the bottom nut. remove syphone You may have to remove the ball and arm float if that type.
Take syphone to plumbers merchants to get a match.
Reverse for replacement a good sealant for water feed joint I think it's called fernox sealant.in yellow box
New syphon. If you can, get one that gives access to the membrane without total dismantle for future and buy new memebrane at same time note it all down and copy instructions on to computer.
new rubber doughnut pan to bowl seal
Furnox I think, sealing compound in a tube in a yellow box
low level is the same except removal of flush pipe .
