How do I get a full screen on my Matsui 14tvdvr1-04?

Page 43 of the instruction manual gives 3 options ie. Letterbox,Panscan & Wide Screen. Wnen I follow the instructions nothing alters the TV from a LETTERBOX...!!
Any suggestions ?
