why won't my pc install my printer?

I have just bought a HP Deskjet F2280 and for somereason it wont install via the CD or from the downloaded software. I keep getting a message saying either windows isn't installed properly or I may be operating in safe mode. I have updated my version of windows but it still won't install. Any ideas what is causing this?
