Mend Hotpoint CSX22GR Freezer Top Coils

hotpoint csx22gr freezer?

I replaced the defrost heaters and thermostate. The top portion of freezer coils are not freezing. What does this mean? The freezer and refridgerator is still not getting cold enough.
