Mend Tricity Bendix TM320W Dryer Repair Element

How can I fix my tricity bendix dryer?

I have a tricity bendix dryer reverse action model TM 320W which does not get hot. A technician tried to fix it but he has not ben able to. He said that he cannot detect any power at the base of the dryer, even though the thermostat is working. and the element is ok. What can the problem be.
