fix my toshiba 50h72 TV?

when i turn my tv on the picture is messed up. as it warms up it gets clearer. the picture then get almost as clear as normal but the pic. flicks a bit.

I see posts that say replace all 10uf/16V caps on the Hyper Board which is located directly behind input board. There are 11 of the small surface mount caps.
