We have a"The Box Receiver DV3 (Digital Video Broadcasting), and we have no pictures/sound. We are with NTL also.

Do we need new codes or what ??

if you cant see or hear whats on the tv screen , i would check the scart leads first , to read what it is saying on the tv first, and then take it from there , check that you have the scart in all the way and that there in the right place on the box ,,,,,,,
