Mend Snapper 21355D Push M Need Broke Know

I need to know if I'm missing a part or if my snapper push mower is broke?

My snapper push mower will not discharge grass properly. My mower is getting cloged with grass. It seems to get cloged near the discharge shoot. My snapper mower model number is 21355D. It is 3.5 horespowered engined.
