Mend Alpha 280E Hot Tap

ALPHA 280E BOILER FAULT?

Alpha 280E with heating set to off, turn on hot tap and boiler will not start, turn heating to on and it will not start, press reset button and after a pause it will start in heating mode only and give hot tap water but I dont want heating on 24/7 any ideas please.
