Bleed all radiators to begin with and check if you can increase the speed of the circulating pump to make the flow through the system a bit quicker.
Temporarily turn off the domestic hot water to divert all the flow to the heating system. Have one rad on at a time to see how hot you can get it. Turm up the thermostat on the boiler to make the water slightly hotter.
Consider balancing the rads (11 deg C fall on each) to make sure that alll the heat is not being stolen by the first ones in the system.
