Radiators not heating?

My downstairs radiators only getting luke warm, plumber came said needed new pump, he returned today to fit new one, no different still not sufficient heat downstairs!! He is returning Monday but doesnt seem to know why not working?? Help!! New inhibitor put into tank as well, its just the same as when the old pump was on but Im 140 pounds worst off and cold.
