How to fix a central locking on a Ford Mondeo 1998?

I have a Ford Mondeo that does not respond to the fob key. New battery replaced still no joy. When the car is locked from the inside, I cannot open the car door from all four doors. The only way to open the door is to wind down the windown and insert the key in the key hole. What is going on.
