I have spent many hours trying to remove the woodchip in my hall, this is the final room it is in, I have tried scoring the paper, soaking with adhesive remover then using a steamer. It still took me over 5 hours to do a small section of the wall. I am not too bothered about the state of the plaster afterwards as I am having it skimmed as the walls are old and damaged in many places.
Use a tool called a Razor Scraper.Scrape over the surface to remove some of the chip's,then with a pump up garden sprayer,spray over the surface with plain water.Leave for about 10 minutes and attack it with the same scraper.I have just had the same problem but with a bit of hard work it will come off.

try using an electric sander, once u get past the paint u r ok.
soak it with water, sit back for 20 mins n soak again. give it
10 mins n hit it with the scraper.
