Mend Diplomat 20011331425 Tell Me Washing Spin

Can anyone tell me why my washing machine doesn't spin?

I have a Diplomat Wahing machine, IPX4, model 20011331425. It has stopped spinning/draining & it's also making a terrible racket! Tried cleaning the filter but it's still the same.
