Vaillant TurboMax VUW GB 242 E / 282 E not lighting up?

Ok - Engineer has been out and is asking £150 for a part that needs replacing. Does this sound right and what could this part be?

I've tried filling to 1.5 bar and still no ignition.
I'll be ringing around for an engineer to come and give me a quote now.

OK - We had a British Gas engineer out last night to look at the gas supply to the house which appears fine.

When he looked at the boiler he said the gas supply to it was switched of - he turned a screw to let gas in and it still didn't ignite.
He then noticed there was no water in the boiler - he didn't fill it and suggested we get a corgi engineer to look it over/commision it.

Is this something I should attempt before getting an engineer out ? if so how what should the water level be?
