6.5 hp general machinery engine will not stay running?

I have a 6.5 hp general machinery small engine on a go cart. the engine starts, but as soon as you press the throttle the engine dies. The only way to use it is to start it with the throttle already pushed, But if you do that if you let the engine idle for about 10 seconds it dies.

Are you sure the air cleaner is clean and the choke is open (check while air cleaner is apart)? I thought I was having a problem with my 50cc horizontal shaft engine until I took the air cleaner apart and realized that I was closing the choke all the way (stalling the engine) when I was trying to open it up as the engine warmed up.
