Mend Potterton EP2000 Turns Off Temperature

The heating always turns it self off when i go below the temperature of 20?

I have a potterton ep2000 heating with glow work fuel saver boiler but everytime I try to turn the heating down from 20 to anything below the heating automatically goes off.

when you turn your stat down listen carefully and you will hear a click this is the current room air temp and the click is the switch turning the heating off. as it is still quite warm setting it at 20 wont bring it on unless the temp drops outside
