Disconnect the inlet supply pipes H/C place end in a bucket turn on water does it flow Y/N if NO check the tap remove the plastic turn on head. now turn the D SHAPED SPINDLE with pliers if water NOW FLOWS the D shaped part in the tap has worn round ,so when you think the water should be ON it is in fact STILL OFF.
Another thing to check see if you have these SELF CUTTING TAPS these get blocked up with rust as the hole to TRY AND SUPPLY a washer is only a 1/8" big do better to change these for the 1/2" bore version
