How do I fix my BMX front brake?

I have a problem with my brake i have tried every thing i can think of to try to fix it. The wheel spins fine then you pull the leaver it stops the wheel then when you release it the wheel doesnt spin eg the the brakes lock on. My first BMX don't know how to fix it!!!
