If you have got the hot water working then you can't be low on water. What is most likely is you have an air lock in your central heating circuits that the pump can't shift. This is very common with drop down feeds to radiators after someone has drained part of the system.
I assume you have a header tank which fills your central heating/hot water system. In which case water from the tank will replace the air you are going to get rid of.
Set the system going and let the hot water circuits get hot. This makes it easier to check on your progress in getting rid of the air.
Close all radiator valves except one, switch on the central heating and wait for the pump to force the air into the radiator. Try bleeding the radiator to check for air -you'll know when you have succeeded when the bottom of the radiator starts to get hot.
When you have the radiator working ok close it and move on to the next one. Only have one radiator open at a time as you work your way round.
