stihl fs 250 is hard to start and does not want to idle up when cold or hot first thing you have to feather or baby it to get to high speed than it will work. You can shut it off and it does not want to start with out chocking it than it falls flat and you have to feather it to get to high speed. The dealer adjusted the carb but no luck and there are times at high speed it will cut out than you have to feather it again.

Sounds like it is starved of fuel:
Hard to start: insufficient fuel with choke on
Must choke to start warm: not gettting enough fuel
Cuts out at high speed: fuel demand outruns supply.
"feathering" in a constant lean condition means that a given throttle position always supplies too much air. If you "goose" it hard, it dies right?
Check:
fuel filter, fuel line to carb. before removing snd cleaning the carb.
