the cistern on my toilet keeps over flowing and water keeps rushing through the toilet what do i do to stop this?

The arm at the end of the ball cock has a small adjuster on the end of it, all you have to do is loosen off the nut a few turns and turn the adjuster anticlockwise about 2 full turns, retighten the nut by hand only and this should solve the problem.
