Mend Briggs & Stratton 402707 Engine Coil Spark

how can i tell if a coil is shorted out on a 16hp briggs. model 402707?

I have a freind who called me and stated that his motor has no spark if he tried with plug in wire but if he used a screw driver in wire he had spark. He tried several new plugs. ground wire from neg. post on battery to frame will spark when motor is cranked over.
